ScoreClient still uses legacy On-Premises Intelligence API

We were informed that the Intelligence API has been migrated from On-Premises to On-Cloud.

But the current PHP SDK release still uses the old $rest_endpoint in src/score/ScoreClient.php, i.e. https://rest-ww.telesign.com
