Illinois MVP: support court selection before document upload #158

The Illinois partner is still considering the pros and cons of document-first filing, but is comfortable with court selection as the first filing step for the MVP.

Current reorganized main flow is filing-path → upload documents → extraction/review of court and case information. Earlier work (#35 and #75) intentionally moved document upload earlier, so this should be treated as an explicit Illinois MVP product decision rather than an incidental UI tweak.

Proposed Illinois MVP behavior

  • After choosing Start a new case (and where appropriate File into an existing case), ask the filer to identify the court/venue before requiring document upload.
  • Integrate with the court-finder/hierarchical selection work in filter for location / court list? #115 and Make courts hierarchical based on county/equivalent when in dev? #120.
  • Preserve an option to use document extraction later to confirm or suggest corrections to the selected court/case values.
  • Ensure the filer can override any recommendation.
  • Keep the workflow configurable enough that other jurisdictions can retain a document-first flow if desired.
