Support LITEFile-managed filer notification emails with configurable Illinois sender/domain

The partner wants LITEFile to continue sending its own customizable filer emails in addition to Tyler-generated messages, including on submission and other filing lifecycle events. To minimize confusion, Illinois wants those LITEFile messages to come from an Illinois-branded domain.

Requirements

• Preserve a LITEFile-controlled notification channel in addition to Tyler/EFSP-generated email.
• Allow notification content/templates to be customized by jurisdiction.
• Identify and support the filing lifecycle events where LITEFile should send its own message (at minimum submission; partner expects additional events).
• Allow sender name/address/domain to be configured per jurisdiction.
• Support an Illinois-branded sender/domain with the required email authentication/configuration.
• Avoid duplicate/confusing content when both LITEFile and Tyler send messages for the same event.
• Document which messages originate from LITEFile versus Tyler.

Dependency / related work

• Next LITEFile Epic #102 currently tracks “Different emails from email systems.”
• Add support for a different sendgrid API key per Server API user EfileProxyServer#375 tracks support for a different SendGrid API key per Server API user. That may provide part of the infrastructure but does not by itself capture the product/template/domain requirements above.
