WHY are these changes introduced?

The interactivity audit identified app dev prompts for URL updates, localhost certificates, and transfer-disabled store conversion that needed explicit automation paths.

WHAT is this pull request doing?

• Adds non-interactive flags for mkcert installation and transfer-disabled store conversion.
• Defaults linked dev-session apps to automatic URL updates to avoid the app dev URL prompt.

How to test your changes?
