C3: effort auto-routing for argus-review #30

Problem & intent

Make argus-review choose its own effort level from the diff's size and stakes instead of demanding a named level, so headless callers (the C4 engine) and casual interactive users get the right machinery without knowing the ladder exists. Child C3 of docs/doperpowers/specs/2026-07-26-claude-review-stack-roadmap.md.

Constraints

  • X3 (owned here): auto-routing is the default ONLY when no level is named; an explicitly named level always wins. Written to outlive the unit as argus public contract.
  • Routes over the post-C2 ladder (hence blocked-by C2).
  • Participates in X2: the auto choice must work with no human present.

Success criteria

  • With no level named, the skill selects and ANNOUNCES a level derived from the change under review, stating what drove the choice (observable selection logic).
  • An explicitly named level still wins.

Open questions

  • Routing signal design (diff size, file count, path criticality, …) — child's own grill; the roadmap fixes ends, not means.
