[BUG] Language module fails when GitHub is unreachable

Bug Description

Github's CDN is blocked in some places, which causes the languages module to fail.
Upon every launch, Rusherhack downloads all of the relevant language packs directly from Github. Usually this works fine and as intended. However, in some places, Github is inaccessible (even in places that do not block RusherHack's auth servers).
A potential solution is to move from hosting the file on Github to hosting on the RusherHack server.

1. Move to an authoritarian regime Configure your local firewall to block Github's cdn
2. Attempt to download rusherhack language packs
