Problem
It can be slightly visually confusing that the end position inside an empty container block is on the top inside edge of the block rather than the bottom inside edge.
When there is a statement block, the end position is rendered at the bottom inside edge.
When there container is empty, the end position is rendered at the top inside edge.
When the container is empty, the end position isn't particularly clear. See #9998 which suggests improving the visualisation of these positions, though we haven't come up with a concrete solution for this.

Should the end position be rendered at the bottom inside edge of an empty container block?
E.g.:
It's visually consistent with a container block that has statement blocks and it is also visually at the end of the block.
I think this work would have to be completed alongside #9998 to make these positions clearer. One alternative could be a highlight around the entire inside edge?
Alternatives considered
A few alternatives / mock ups would be valuable. We're not certain that anyone should move forward with the single proposal noted in this issue.
