changed files list is wrong on PR diff

problem

in the review panel, when you choose "PR" as the diff source, the list of changed files shows your local state - not the PR state

seems to have the same incorrect behavior for "branch vs default" diff source

solution

make sure the changed file list uses the same source as the actual diff
