Mocharunner for packages

@rbabayoff @practicalmeteor you once mentioned working on a mocharunner for packages to replace munit.

How the progress need any help? I believe I heard other people in the community mentioning that they are working on this, maybe we should make it a joint effort?

Hey, you should talk to @rissem from https://github.com/mad-eye and the guys at https://github.com/Respondly, they have something already going based on mocha. We haven't been able to get around to it yet.
