There needs to be an option to change a color in the color palette easily, affecting the color of all pixels with that color to the new one I want. I want to change for example color 7 in the picture's color palette to be 0000ff instead of 94b1d1 so that I have a solid blue instead of a hard to read blue for the HUD element. But every option seems to either add a new color to the palette or attempt to find a color related to the one I selected, not actually change the palette of the picture directly.
