IgrGrid - Key navigation using arrow keys does not work on MRL grid if horizontal scrollbar is displayed

Description

On MRL grid, key navigation using arrow keys does not work. This occurs only when horizontal scrollbar is displayed on the grid.

Steps to reproduce

1. Run the attached sample igrgrid.zip.
2. Click the first cell on "TH1" column.
3. Press Arrow Right key or Arrow Down key.

Result

Active cell does not move.

Expected result

Active cell moves to the right or down.

Seems like it's a regression, it works well with version 19.4.0
