HIT: L2 custom product for Release #1

HIT's onboard classification system is not working so they will produce a custom L2 product only for IMAP Public Data Release 1.

• @gmitch3088 Produce a L1a corrected by telemetry efficiency CSV which will match what HIT implemented with Veronica
• @davidt0x turns this into a CDF? or SDC should have stuff in place to convert this to L2?

The CDF product should have:

• Manual inflation of error bars
• Flags to say this is not a normal HIT L2 file
