In-flight L3 data validation

This task is to checked that first flight data is able to process at SDC and data looks good for every instrument. This task is not for continuous improvement. This is to check that SDC is able to produce initial requirement.

Summary status because I couldn't abuse GitHub table markdown that badly.

To clarify, I've done some validation / processing with flight data, but the target is complete container deployed in the production environment and routinely producing L3 as data are available.

Chelle has asked that the pending L3 work be visible on the main Phase E project, so I'm doing that with each subtask. Also marking as "Phase D" in title as work that we had targeted for Phase D...that helps project management understand the context.
