Prompt users to update nr-launcher for the dashboard cross-site fix

Context

The dashboard cross-site fix ships in nr-launcher 2.33.0 (#585). The launcher is baked into the stack image, so picking it up needs a stack/version update — a plain restart is an in-process Node-RED restart and doesn't change the launcher. Updating is user-controlled and can't be forced, so older instances still hit it. A toast on dashboard-open prompts the update.

Acceptance criteria

• Opening a dashboard on a hosted instance below the version shows a dismissible toast prompting a version update; at/above or no-version-reported shows nothing.
• Once per instance per session; switching between outdated instances prompts each once.
• Shows on the applications dashboards, teams dashboards and instances dashboard tab (not immersive viewer).
