Bug Description

Players can put items on shelf

Expected Behavior

so that players cannot put or take items in regions

Reproduction Steps

1. place shelf on region when players can't build
2. login on players without OP and use shelf

I am having the same issue, even though I have interact: DENY. I have a solution for now, but it applies to the entire world and is not applicable to just the region.

@Incluuu If you can deal with it being restricted to the entire world, you could try this. In the WorldGuard folder, I went to the specific world and opened the blacklist.txt file. I then added this text at the bottom:

#Deny Use of Shelves
[acacia_shelf,bamboo_shelf,birch_shelf,bookshelf,cherry_shelf,chipped_anvil,chiseled_bookshelf,crimson_shelf,dark_oak_shelf,jungle_shelf,mangrove_shelf,oak_shelf,pale_oak_shelf,spruce_shelf,warped_shelf]
ignore-groups=owner,admin
on-use=deny,tell

I will remove the "tell" portion as I only used it to test that it worked. Below is how it looked (disclosure: not attempting to advertise here, sorry)

As a regular, I right clicked on the shelf and it did not remove the item from the shelf. It told me in chat that I could not "open that here."
