Always have CCSM_BGC set to CO2A with DATM%CPLHIST?

I need this at least for CLM. And figured that anytime that DATM has CPLHIST on, it might as well send CO2 from the atmosphere, rather than using a constant. Then I realized that this would affect other components, so I needed to check in with peeps.

I could do this by setting CCESM_BGC==CO2A when compsets have "_DATM%CPLHIST_CLM" or just "DATM%CPLHIST" which would affect all components. @mnlevy1981 @alperaltuntas do you have thoughts here. Right now it's set for compsets that match "_DATM%CPLHIST.+BLOM%ECO" so I could just be safe and add it just for CLM. But, what do you want for MOM?

MOM has it's OCN_CO2_TYPE variable set like this:

<value compset="_DATM%CPLHIST.*_MOM6%[^_]*MARBL-BIO">diagnostic</value>

so presumablly this should be the way it's set both here in CMEPS and in DATM.

Yes I'm looking over that one and creating a sub issue that will be about a mid-range (longer than short term, but shorter than long term) solution.
