Update Externals and Tests for CESM3

There are several issues around the versions of externals (such as CTSM) to test, and Bill Sacks is updating CMEPS to include fixes for the global sum B4B issues. So, when I update the externals to include those changes, I can update our ERP test to use standard CIME configurations. I can also update the NCK test to use MCC (another issue) and update grids and versions of the various configurations.

It would be really nice to have a test for the standard CESM3 grid/mask ne30pg3_t232 setup.

Ok, here's a couple of notes on things that I have so far. This is all work going into cism-wrapper-2-2-16

1. For issue NCK test isn't actually testing multi-instance - should be MCC #133 , I looked at the current testlist and there exists both MCC and NCK tests on an identical model configuration. So, I just removed the NCK test. Issue addressed.
2. For Issue Change tests to use the MOM t233 land mask rather than the POP landmasks #127 , I looked at the current testlist and there are no pop masks in the list. There are no pop or mom grids at all, since we don't even use a data ocean model in the current CISM-Wrapper testing. All of our tests are I or T compsets that don't involve the oceans. So, I closed this.
3. Update! For Issue Change tests to use the MOM t233 land mask rather than the POP landmasks #127 Eric pointed out that there are plenty of POP masks in that list.
