AGPL without source?

This repo is licensed under AGPL, which requires source to be distributed with binaries. Where can I find the source of Installer.exe?

Also, unrelated question, is the rootfs builder open source? Where can I find that?

Actually, looking further, it seems the installer source is in the flyos repo, but I still cant find the rootfs source.
