CMDPHP ERROR: A DB Exec Failed

I'm setting up a new Cacti Server to replace an old working installation.

New Windows Server 2022 using the package download of Cacti-1.2.27 and upgraded to 1.2.28 with the download from cacti.net
Cacti 1.2.28
RRD 1.8.0
PHP 8.1.16
MySQL 8.0.32
Thold 1.8.2 (downloaded from GitHub)
ReportIT 2.0 (downloaded from GitHub)

When I install the plugin, I get the following errors in the log:

I was able to finally get v1.1.4 installed and working to a point. I can now create all my reports (all the same versions of everything else)

Cacti 1.2.28
RRD 1.8.0
PHP 8.1.16
MySQL 8.0.32

However, the reports crash when you try to run them:

My old server w/ v1.1.3 works just fine. When I need to run the reports, I just swap the plugin directory with the 1.1.3 plugin, run the reports and then swap it back after I'm done.

I don't know what changed between v1.1.3 and v1.1.4 but maybe that will help isolate the problem. For now I have a work around and can finally get rid of my Windows 2012 Server.
