Non-English languages

There are regional releases in Dutch, French, German, Italian, Japanese and Spanish. Localization support would be nice as well as implementing a way to add new ones.

localization is a built-in feature of the engine, all language files are included in ntsc-u already, it just lacks a selection menu.
the only exception is japanese lanaguage - ntsc-u/pal doesnt ship font textures.

i believe original psx decomp included backported pal language menu code, worth adding by default i guess.

though text rendeing is quite limited in terms of custom characters and diacritics (pal only implements a - instead of ~).
