Provide changelog for the 3.x series

It would be great if we had a changelog for the 3.x series. (Like now with the 3.0.1 release)

As a wise chatgpt once said; "You are absolutely right!".
Honestly I hadn't noticed that it was suddenly broken.
I've fixed the pipeline and fleshed out the changelog so it has everything up to the current point in time.
