Add windows arm64 wheel support

Now that github actions has added windows arm64 runner support for public repos (windows-11-arm) would there be any appetite for building native windows arm64 wheels for python-blosc?

Hi Finn. You probably know that c-blosc(1) and python-blosc(1) are in minimal maintenance mode, so there are higher chances for this effort to be integrated in python-blosc2. Would you mind having a try there?
