when the steamvr is admin theprogram cannot find the steamVR

Steps to reproduce the behavior

1. make steam as admin
2. 2. use steamvr
3. 3. open2vr doesn't find steamVR

It didn't work, it didn't found steamvr as admin, even openvr2key as admin didn't worked
and error is "int_noserverforbackgroundapp"
