implement schemas defining all configuration files and use the schemas for verification, and GUI, and notebook.

The Jupyter notebook GUI takes advantage of schemas introduced for config_instr files.
We can expand this to use the same concept for the rest of configuration files.
Once we have the schemas, they can be used for verification, as they contain types definitions and info about mandatory parameters.
