ATR-210 and ATR-347

We have a set of localization checking diagnostics: PX1050, PX1051, PX1052, PX1053.
They need to be extended to support advanced string concatenation constructions:

string.Join and String.Join methods
string interpolation
`StringBuilder` class methods
