Create numeric sensor and effecter for id 0x6c (Trigger SW SMI) and numeric sensor for id 0x1d (Fuse Sampling Initialization)

please check with PMFW and changes the max/min_settable, normal_min/max, and the rated parameters as well.

update the max/min and the range values as per PMFW inputs.
